Will is not an ability from the mind, it is an essence from the being. 

A baby is pure potential. After socialization the man is in a world of illusions and fragmented. He has no permanent I and so he can not decide and has no real will. 

The man has to got first out of the world of illusions through the material world, the world of routines and good habits to collect will. 

When he has a critical mass of will he can transform his being to the direction of freedom.
